NEM was set up in 1990 by the Norwegian Ministry of Education and Research. Until then ethical questions concerning medical research had been evaluated by the Medical Research Council’s ethics committee. NEM was a continuation of this committee.
In 1990, NENT was set up to work on research ethics in science and technology, including agriculture and fisheries.
The National Committee for Research Ethics in the Social Sciences and the Humanities (NESH) has been in existence since 1990. The Committee has fifteen members: both lay representatives and members with different professional backgrounds.
The National Committee for Research Ethics on Human Remains was set up 2008 by the Norwegian Ministry of Education and Research after proposals from the National Committee for Medical and Health Research Ethics (NEM) and the University of Oslo.

The Norwegian Research Ethics Committees has been given the task of coordinating research where those directly affected participate. The primary objective is to safeguard the interests of those affected by the attacks in the research.
